We haven't been able to identify the Florida Power employee in Photo 589 but Thomas Camden of Duke Energy's Land Services department said he is using a theodolite. It measures horizontal and vertical angles. “The wheel at the top would allow the scope to move up and down so you could measure the vertical angle. It looks like he is adjusting one of the wheels on the bottom which would turn it to measure the horizontal angle. It looks like there is a jetty in the background, which would tell me he is near the ocean.”
