We received this email identifying photo 234: “This is retiree Wayne Napier an electric premise troubleshooter not a meter reader [as previously assumed.] This was taken sometime around 1998 or 1999 for a Cinergy news article about the Cincinnati and Indiana dispatching centers combining systems. I know because it's me, Wayne Napier."
